I have just created a message board but can't see how I post up my first message. There is no 'new topic' button.

Have you installed everything correctly? Did you create a first forum and your board? See here.

Yes I did create a board successfully. I also created the Forum and I can see this when you enter the board. When I log as my admin account there is no option for me to add a topic or post up a message. Do I have to add a record to the topics and posts tables in the MySQL database?

No. Is your auth-var set properly in the table row of your forum? It should be 0011222223 by default.
