just uploaded all files from latest version, can't run install..?

i go to install/ and get this:

In file template.php on line 117:

E_USER_ERROR - Unable to load global templates file for set "default"!

This error should probably not have occured, so please report it to the webmaster. Thank you for your help.

config.php has been chmodd'ed..

any ideas on whats happening here and how i can fix it?

I dont think you'v uploaded everything. Try to upload everything again and make sure the file /templates/default/global.tpl.php exists.

ive uploaded it all like 3 times.. global.tpl.php is in place.. il keep trying.. any other ideas?

There must be something wrong though, are you sure you picked the full package when installing a new UseBB board?
