and i got an idea how to publish it
do you agree thet i will open support site for the hebrew system and distribut it there?send me your answer asap so we could start publish the hebrew system and to open the hebew support site

Of course you can. You can redistribute UseBB on your own site, but then you can't change anything in the package, unless you distribute it as your own work. See the GPL license for this.
