When I try and change the forums general configuration and click save, a thing pps up to download config.php as if I was downloading it. How can I fix this?

Try re-uploading fresh files, clearing your cache, try another browser, etc.

What are fresh files? I tried refreshing and IE intsead of firefox, didn't work.

I figured it out.
I didn't CMOD the config.php file to 777 |

Indeed, config.php needs to be writable (see notice in ACP index).
