All I know is that that website has been announced and disappeared at least two times in a row. Everybody is allowed to open a resource website, but if you can only keep it alive for a few months it has got no use.

Everybody can open a resource website, there is no agreement needing to be made. The only agreement present is the GPL license when you are redistributing or altering UseBB. And the contents and graphics of the main website are not Open Source.
