Can we have the exact error message you are getting? Did you create the language yourself or download it somewhere?

The encoding should probably contain a dash between ISO and 8859-6. So try to alter this in the .php file.

As what Dietrich said, you have a typo. Change ISO 8859-6 to: ISO-8859-6. Notice the 2 dashes.
