I wanted to open URL in new window but don't know what to change in the code. Anyone done this before? If you are please help me to get this done.

- ACP > General Configuration > Advanced settings > BBCode links open new window - Your Panel > Edit Options > Open external links in new windows

Wasn't this also a user setting?
I believe you can set the board default to to this, but since it is a client-setting, users should be able to change this.
Forcing links to open in a new window some people find annoying, since users always have the option to right-click, and choose to open a link in a new window. When a site forces this, a user can't change to behaviour anymore.

Admin can enable the feature for new registrations automatically, members can enable/disable at anytime.
