First! I don't set php.ini, I want how to change configure,so as to when new user registration system not send a confirmation mail,rather not use smtp:

You'd have to contact your host on how to change the php.ini settings. Some server environments allow you placing your own php.ini file, while others require you to use .htaccess. If you don't know which one you can do, contact your host.

sorry! I means when new user register，do not send E-mail verification (may can avoid SMTP errors promit),

ACP -> General Configuration -> User Rights -> Activation Mode. Set it to No Activation.
