What is "Show never activated members"?

I have a question about ACP
What is "Show never activated members"
in "Security" in "General Configuration" ?
I can't see difference when I checked it or I don't checked it.
May be it is good to be checked because checked with default state.
But I will be happy if I know that.

If this is enabled never activated members will be listed in the member list and eventually as the newest member in stats. This can be disabled to block people that are deliberately registering fake accounts with unexisting email addresses in order to get harassing content on the forum (as happened here before).

Well...
If I checked it, a member who hasn't activated yet isn't listed.
Or if I didn't so, she or he is listed without activating.
Is that right?
If so, may be this is mistake of translation in Japanese language pack which I am using.
This option means that a member isn't listed and will not be listed after activating in it.
And the reason why I can't see any difference is there isn't a member not activated, isn't it?

This obviously would be a translation error.
