Can't connect to MySQL server

when I install the program,It will show this information:

UseBB General Error

An error was encountered. We apologize for any inconvenience.

In file db_mysqli.php on line 88:

E_WARNING - mysqli_connect() [function.mysqli-connect]: (HY000/2003): Can't connect to MySQL server on '10.61.128.45' (10061)
This error should probably not have occured, so please report it to the webmaster. Thank you for your help.

Check if the IP address for the database server is right. Otherwise, please contact your host for help, since this is not a UseBB problem.
